Résumé
This compilation of two articles has the general objective of investigating how the search for development influenced the socioenvironmental degradation of the Brazilian Northeast semiarid. The idea of development that was established since 1950 in Brazil guided several forms of organization, consumption, and relationship with society in general and the environment. For the dominant hegemonic ideology, aspects such as technical progress and industrialization are some of the components that condition the possibility of development. Decades after the popularization of this term, the planet is in a moment of alert because of the intense degradation of natural resources. The Anthropocene is one of the most widespread names to translate the current geological moment. Among the reasons that led to this situation, the search for technical progress at any cost and extractivism are some of the most addressed. This process could be observed between the years 1959 and 1969 in the Northeast, in its industrialization process, promoted by the Superintendence of Development of the Northeast and by the Working Group for the Development of the Northeast. These bodies promoted industrialization and drought-fighting actions aimed at regional development. However, the Northeast, up to the present day, still presents high levels of underdevelopment. For this reason, development, as it is known, is criticized for aspects of organizational studies that consider it a modern form of domination and colonization. Because of the environmental and economic crisis that severely affect the poorest regions, migrations due to climatic and socioeconomic factors are expected worldwide. The Northeast, on the other hand, came to show a decrease in these indexes, a reduction that happened simultaneously to the change in rationality that permeates the region, replacing drought-fighting practices with agroecological ¿living with the semiarid¿. Through two documentary researches, this critical study promotes an analysis of the policies of the developmentalist past and contrasts them with the collaborative policies that, in a way, modified the situation up to the present. In the first study, it was realized that the perception of economic backwardness, which comprised most of humanity in the period after World War II, was essential to mix the ideas of development and modernization even in Northeast Brazil. From the analysis of the documents, the report of the Development Study Group of the Northeast and the Master Plans of Sudene, elements of colonization were found, such as the absorption of the population surplus in rural areas. In addition, it was highlighted how welfare practices had social and environmental effects. Among the consequences addressed by the first study is the rural exodus, a theme explored in the second article of the collection. In this article, after analyzing the data, it was concluded that initiatives such as social mobilization aimed at access to water and food resources and income generation are key to reducing migration from the countryside to the city, even though in a context of environmental degradation and climate change.
