Résumé
This work evaluates the perspective of agribusiness regulation of irrigated fruit production in the Semi-Arid Region of Brazil, based on the assumptions of the theory of Responsive Regulation in its aspect of network regulation. The objective was to verify if this theory can be used for the regulation of the agribusiness of irrigated fruit production in the Brazilian Semi-Arid and whether there are advantages of its use over the current regulation. The theory of Responsive Regulation was used in its aspect of network regulation, considering that this is based on the perspective that the regulation of an economic activity must be guided by fluid and adaptive rules, effective to the needs of the sector, and carried out in a cooperative way between the parties involved. The regulatory structure of Brazilian agribusiness, and as a consequence of irrigated fruit growing in the Semi-Arid Region, is constituted by means of a bureaucratic structure and centralized in the federal government, created by laws, decrees, ordinances and normative instructions, prepared by a technical staff and politician somewhat attentive to the complexity and dynamism of agribusiness. It is necessary, therefore, a more coordinated regulatory model for the agribusiness of irrigated fruit farming in the Brazilian Semi-Arid Region, with the participation of government and other actors such as producers, certifying bodies, NGOs, retailers, consumers, responsibly. The regulation of agribusiness in Brazil represents a bottleneck for the development of the productive sector of fruit growing in the Semi-Arid Region. This sector needs clearer rules and modern and essentially technical regulation. The Certifications are a fundamental requirement for exports in the irrigated fruit sector in the Semi-Arid Region. The theory of Responsive Network Regulation can be used to regulate the agribusiness of irrigated fruit production in the Brazilian Semi-Arid Region, allowing the participation of all the actors involved, in a responsive way, and will ensure as advantages, in relation to the current regulatory model, greater agility and dynamism to this sector. There will also be greater commitment by the parties involved in regulation to comply with what has been regulated, they will have participated in the regulatory process and will be more morally committed to complying with them.
