This thesis aims to analyze the institutional coordination arrangements existing in the execution of the Water for All Program (APT), and their relationship in building relational capacities in the production of this intersectoral public policy in a complex institutional environment, characteristic of a large country territorial, federative system and with great social and regional inequalities. In 2011, as part of a strategy to tackle a situation of extreme poverty, through the Brasil Sem Miséria Plan (BSM), the federal government prepared a proposal for joint action, which mainly involved the Ministry of Social Development and Fight against Hunger ( MDS) and the Ministry of National Integration (MI), which made universal access to water possible in the rural areas of the semiarid region. From this articulation the APT was born, bringing together different arrangements and technologies with the common objective of bringing water to families in the diffuse rural areas of the Brazilian semiarid. This articulation effort had the pioneering contribution of civil society organizations, which still in the 1990s resulted in the creation of the Brazilian Semi-Arid Articulation (ASA) and in the design of the Training and Social Mobilization Program for Living with the Semi-Arid - One Million People Cisterns (P1MC). The challenge of coordination in the implementation of public policies, seeking to make the State more flexible to the demands of the various non-state actors, was already being indicated by the international literature regarding changes in the context of the production of public policies that generated more complex and varied decision-making processes with the construction of institutional arrangements and different governance coordination and structuring mechanisms. However, the national literature on the topic of coordination points out that the analysis of the national experience of the last twenty years still has gaps. The advances were made in a determinant, but segmented, way of looking at analytical dimensions in isolation, such as intersectoriality, federative relations, social participation, territorial aspects and relations with control organizations. In addition, little has been discussed about the factors that contribute to the construction of relational capacities of the State for the articulation, coordination and production of intersectoral public policies. In order to fill these gaps, in this research it was considered that the analysis of these dimensions in an integrated manner provides greater clarity in the understanding of the functioning of the institutional arrangement and the construction of relational capacities in the production of public policy, using the APT as a case study.
