Résumé
This work studies the spatial production of the Federal Inspectorate of Works Against Drought (IFOCS) in the semiarid region of Brazil in the period between 1919 and 1945, more specifically at the scales of the territory, the city and the architecture, and through the theory and history of Architecture and Urbanism. It raises the hypothesis that the state agency formulated a modernization project for the northeastern hinterlands which focused on transforming its physical spaces, through systemic and integrated thoughts that connect plans and actions, water and road infrastructures, rural and urban centers and buildings. Based on this suspicion, it investigates : 1) the role of the State in the conception and implementation of development policies for the region, 2) the contexts, ideas, professionals and other agents involved with the contract, as well as their insertions and circulations in national and international scenarios, 3) the readings, diagnoses and proposals prepared by the division, 4) territorial infrastructure, from large water and road networks to individual objects (dams, bridges, water intake towers), as well as their impacts on practices and logistics of the caatinga, 5) the population settlements imagined and/or built by the inspectorate, from the work camps to the cooperative colonies, 6) the buildings produced by the institution, in their forms, programs, techniques and aesthetic conceptions. To this end, this research gathers a large collection of primary documentation, comprising technical reports, newsletters, photographs, drawings, projects, maps, technical publications, legislation, statistical data, government speeches, newspapers, magazines, books and a series of other materials. In parallel, it crosses the information with bibliographies from different areas on the theme, such as literature, history, engineering, geography, sociology, and economics. As a result, it is found that IFOCS was responsible for a number of advances in the various spatial scales analyzed, in its processes and products. It is verified that, in the midst of intentions, plans and achievements, there was a search for articulation between large dams, roads, population settlements and architectures. It is noticed that the actions of the inspectorate referred to similar initiatives in other countries, run by government agencies congeners. Finally, it launches reflection on the past and the future of the body, today called DNOCS.
