Résumé
Acording to Holling, resilience is adaptation of a system to the process of change caused from within and without and improving itself. Based on this definition ’resilient cities’ are cities which can repair damages caused by changes in social, economic, technical aspects and limenesses occured in infrastructure without losing their identity and functionalities and improving their capacities. Purpose of planning for resilient cities is minimizing damages and impacts of complex problems such as spatial and structural problems of urbanization, lack of green and blue corridors earthquake, flood, drought and various disasters, unemployment, terrorism and social risks and developing urban risk management models with spatial planning and green infrastructure support systems. In the resilient city approach, planning process is carried out on the basis of transportation system, land use and renewable energy resources. In this context, the research, Karaman city’s resilience are evaluated the relationship between resilient city criteria and ecological city planning approaches with main and their sub–components such as (1) Urban Design, (2) Bio–Geographic and Physical Properties, (3) Ecological Sensitivity, (4) Natural Disasters and (5) Socio–Cultural Characteristics. This approach evaluates the conceptual framework for the Resistance Cities Movement and the Ecocity’s Criteria to Karaman in terms of regional, national and international strategies, plans and programs. As a result, the resistance status of Karaman city was found to be weak for urban design and environmental sensitivity and medium for natural disasters, biogeographic physical characteristics and socio–cultural characteristics in terms of the basis of main categories.
