Résumé
The research had three main objectives : (1) to find out the main reasons for failure of the development process in arid-desert areas ; (2) to identify the main characteristics of appropriate development policies and strategies that must be adopted to overcome these obstacles, or at least highly minimize their negative impacts. (3) to propose a model process for the development of the Egyptian Western Desert (EWD). To achieve these objectives, the research is divided into three main parts. In the first part, the current literature on desert development polices and strategies and the different approaches to the development of desert regions have been extensively reviewed. Also, the main problems and constraints facing the development process in the EWD have been discussed in detail to find out the main reasons for failure or delay of the development process in a particular desert area. In the second part, an analysis of the adopted development policies and strategies in three regional development experiences ; Arizona in the U.S., Saudi Arabia, and the Negev in Israel (Occupied Palestine) had been made to find out which of these policies and strategies have contributed significantly to the success of these development processes. In the third part, a model process for the development of the EWD according to the proposed development policies and strategies had been proposed.
