Résumé
The real time drought management in the country needs timely and reliablc information on the drought extent and severity. This study evaluate the utility of rcmotc sensing based estimation of rainfall, surface temperature, soil moisture and the vegetation index from the NOAA AVHRR, DMSP SSMII, TRMM TMI, LANDSAT TM, ERS SAR, LRS WiFS and INSAT CCD data for real time drought assessment. The drought monitoring procedure using the coarse spatial resolution NOAA AVHRR based vegetation index data was improved with the development of spatial assessment and drought early warning models at district levcl. The sub district level assessrncnt and monitoring procedurc was dcvelopcd using 188 m spatial resolution IRS WiFS data for Andhra Pradesh and Karnataka state and the validation study carried out ovcr few districts of Andhra Pradesh indicated bctter accuracy in crop specific assessment. The atmospheric effect due to volcanic aerosol on the satellite based monitoring was studied over entire country and the methodology to nornialize the satellite data was carried out. Finally the methodology was developed to identify the drought prone arcas using the historic vegetation index data. The results of this rcsearch work indicate the potential of satellite based inputs for real time drought management strategies at district level in the country.
