Résumé
For long, nature .... read environment, has been abused in the Tana Delta. It has been abused through multiple dams’ implementation upstream of the river Tana, and unsustainable agronomic and pastoral practices along the river, deforestation, and lack of or inadequate enforcement of the regulatory measures on the delta use and control. This has led to reduced downstream river discharges, erratic short floods, dried wetlands and oxbow lakes, and an unproductive land. The effects of an interfered environment are now being felt. Since mankind cannot counter the wrath of nature, people have been turning against one another in multiple conflicts. Some very severe. The diversity of the delta users and other actors, including statutory organs, has created plural and differentiated claims and orders on the delta resource based on state law, ethnicity, culture and religion. Hence increasing the battle arena. This may require a reassessment of the decision making processes on projects’ and other intervention measures’ identification, implementation and control. Perhaps a participatory process, that considers the plurality of the actors’ interests, and the state and normative frameworks in place, would be a good attempt to creating harmony between the people and also with nature in Tana Delta.
