Résumé
The construction of large dams has lived a new revival in this last decade. After the construction boom of large water infrastructures in the 1950s till the mid 1970s, the debate about the benefits and negative impacts of large dams received public attention. To understand the context and reasons for building large dams, as well as to know which are the actors and the interests involved, this MSc Thesis is analysing the Aswan High Dam (AHD) as a case study. The Aswan High Dam was built between 1960 and 1971, and is still in operation today. The dam enabled Egypt to gain full control over the Nile River and to create a very large reservoir that can store the amount of three annual floods. The first part of the case study is an analysis of all the actors and interests involved in the three stages of the dam : planning, construction and operation and maintenance. In the second part, the hydrological and material developments that occurred in Egypt since the 1970s will be analyzed. In the discussion we will first see how the AHD was a symbol of a break between its British colonial past and the new nationalist regime since the 1952 Revolution. Secondly, we will see how the dam is used as a tap by the Egyptian government, to control water and people. This thesis is not about judging if the dam should have been built or not, but it takes the dam as a fact and analyses Egypt’s development since.
