Tehran metropolis with more than 12 million night-inhabitants is one of the most important cities in the middle-east while being the capital of Iran. In recent decades it has been and is still under huge interventions, constructions and developments. In the Northern Tehran due to high value of land some urban voids have been left untouched so far, because of their vogue ownership matters, other parties claiming matters, developer interests, neighborhood demands, and also many governmental sectors focus. The large scale and high economic value of these lands created the focus of the mentioned actors that caused them to remain untouched. In accordance to these issues, Vanak site is selected. The studied site is located in Northern Tehran (district three), is among of those untouched lands and urban void. Its location is very impor¬tant to the whole city, because it is along Vali-Asr Street that played a main historical role in the sprawl of Tehran. And today this 18km street is an urban hub, especially at the northern nodes, such as Vanak Square. The quality of life in district three is the highest in Tehran and indeed in Vanak’s neighborhood. The study starts from collecting all sorts of information and then developing them into the urban instruments and statistical analysis. Different factors regarding the city, locality, and this particular site have been studied thoroughly in order to achieve the best strat-egy for developing the site. In this dense part of the city the goal was to arrive from a mega scale project to a local scale one that could meet the needs of the inhabitants of the zone as well as the others. Following the guidelines of the municipality of Tehran for the land-use and floor area ratio, the studies have been carried out on different scales, and keeping in mind the urban instruments that were gathered during the first phase of researches.
