Résumé
Although the joint use of land and water resources are indispensable for agriculture, the two resources are mostly governed separately. Previous studies are inconclusive regarding the analysis of joint land and water governance from a conceptual as well as an empirical perspective. The aim of the thesis is to analyse the complexity of a land-water-nexus for the case of Tajikistan. Specifically, the thesis aims to a) contribute to the water security debate and develop an irrigation water security index ; b) conceptualize and map property rights and customary claims ; c) develop a framework to investigate the land-water-nexus. The empirical analysis relies on primary quantitative and qualitative data in two districts in Tajikistan. The results show that policy changes made on the national level, such as land certification, have an impact on cooperation in irrigation management. Further, findings confirm that the perceptions of resource users diverge from formal law in both resource sectors which is increasing tenure insecurity on the long run.
