Présentation
Diakonia has requested to Sida for funding of 45 million SEK to carry out the ""Program for strengthening political and economic accountability : public policies’ citizen monitoring and ICT www.presimètre.bf"" in Burkina Faso during the period 2016-2020. The intervention aims at consolidating democratic culture and institutionalize citizen monitoring of public action through the use of ICT by. (1) promotioning, protecting and defencing human rights ; (2) strengthening democratic culture, accountability, political participation of women and youth and good governance ; (3) monitoring and influence public policies ; (4) pleasing for economic and social justice, (5) taking into account issues related to the environment, water and sanitation. Diakonia will implement the intervention together with local civil society organisation. The intervention’s total budget is 66 million SEK, and the remaining 21 million SEK is to be sought from other donors like EU and Switzerland with whom Diakonia has started a negociation. Approximately 27,4 million SEK of the intervention budget will be forwarded from Diakonia to twelve local organisations.

Resultats
The overall objective of the program is to strengthen political and socio-economic accountability at national and local level by the monitoring of public policies for structural change from 2016 to 2020. The fifteen implementing partners will contribute to the five expected results in accordance with their field of competence.

The five expected results are the following : 1. The democratic culture is reinforced by the continuous practice and the routinization of monitoring by citizens 2. Dialogue and Citizen Interpellation Frameworks including men and women enable adjustments to the actions of the government 3. ICTs enable real-time monitoring and strong involvement of youths and women in democratic governance 4. The Présimètre is a repository of political and socio-economic accountability 5. The technical and operational skills of Diakonia and partners are strengthened The intervention is based on a rights’-based approach and change strategy which corresponds to Diakonia’s vision of the way in which the citizens’ participation, non-discrimination, transparency, and accountability must be taken into account in the policies and strategies of development. A major amendment was agreed upon with Diakonia in March 2020, extending the activity period of the programme until December 31, 2020. As part of the amendment the results framework was updated somewhat, including results 1 and 2. In 2019, the Swiss Cooperation joined the donor group and with their funding an additional two partners joined the programme, focusing mainly of the participation of women and youth.
