Description _ *Intervention area. PROGRES will be implemented in the six wilayas (regions) covered by the ongoing PRODEFI project, with which it will create strategic and operational synergy and complementarity. The area will be divided in 3 sub-area : (i) a consolidation area which will include the 3 Moughataas (departments) of PASKII ; (ii) a concentration area for the scaling-up of PASK II activities, which will include 6 Moughataas ; and (iii) an area of extension that will include all the remaining Moughataas and communes of the 6-target wilayas (24 Moughataas totalling 142 communes).

* Target group. The project will reach 30,000 households for about 183,000 beneficiaries (direct and indirect,) or 24, 3% of the population in the intervention zone. The project expects to reach 40% of women and 30% of youth of the targeted population. These are small rural producers whose productive capital and livelihoods are severely affected by the effects climate change ; small cattle keepers whose herds are deeply affected by the severe scarcity of fodder and watering points and have difficult access to animal health care ; poor rural households experiencing difficulties in accessing basic social services, especially households headed by women and young people ; young people who are underemployed or underemployed or without jobs, often at risk migrating ; organizations of small producers and breeders with low levels of structuring and governance ; and members of rural institutions and organizations with mandates in local governance.

* Development objectives and impacts. PROGRES aims at empowering the rural poor in their sustainable access to natural resources and community facilities. In the long run : (i) 150,000 rural people will benefit from economic mobility ; (ii) 50% of the developed areas are regenerated ; (iii) 60% of the rehabilitated areas are regenerated ; (iv) 30% households report an increase in production ; (v) 90% of the infrastructures of collective interest are functional.

* Components. The project is organized in two technical components, component 1 "Sustainable management of water and soil" ; Component 2 "Equipment for the support of Local Development", and a third component for the project management and monitoring-evaluation.
