Résumé
This work has as a general purpose to formulate a proposal for the assurance of the provision of the aqueduct service in the Municipality of Manaure, Department of La Guajira. The contributions that are made are based on a documentary and legislative basis for the management of the water resource and are articulated on an academic methodology for the achievement of the proposed objectives. Likewise, the construction of this document begins with a general description of the region, as well as its water availability and classification according to the various parameters established from the geographical and hydrogeological point of view, and sets, delimits and exposes the problem or case of study through the different frames of reference, among them, the legal one that acquires great relevance for the subject in reference. This is how the justification for a regional and national problem that seeks to be addressed from the academic knowledge in the management of water resources is presented. For the formulation of the proposal for the assurance of the provision of the aqueduct service, a research methodology has been considered, exposed in three phases with which the proposed objectives will be developed, and which addresses the generalities of the Guide for the insurance component in the provision of residential public of aqueduct, sewer and cleaning services suggested by the Ministry of Environment, Housing and Territorial Development (MAVDT), today Ministry of Housing, City and Territory (MVCT). With the above, it is understood that this project does not seek to increase the water supply in the Municipality of Manaure but intends to serve as a fundamental tool in the management of water resources and in making decisions regarding the assurance of the provision of the aqueduct service, and the results will serve as reference not only for this territorial entity but for any municipality of the country that has equal or similar conditions.
