Résumé
The thesis investigates what role new information and communication technologies (ICTs) may play in small, medium and micro enterprise (SMME) development in Botswana. The thesis takes an exploratory approach to theorising drawing upon key concepts and models that inform both the role of information and information technology in SMME development. The thesis develops a model building process based on a systemic understanding of information, small enterprise and the enterprise environment, which takes as its foundation an in-depth analysis the information and communication needs of SMMEs and an assessment of the opportunities for ICT application. Findings suggest that information gaps are widespread and integral to primary resource needs - such as finance, skills and new markets. Analysis of primary data suggests a strong reliance on informal information practices amongst all categories of enterprise. Enhancing non-electronic informal information systems is found to be equally, if not more important as implementing ICT-based solutions for most SMMEs. Recommendations for interventions are differentiated according to contrasting needs. The thesis concludes by creating an information-related categorisation of enterprise types, suggesting best practice application of new technologies for SMME development, whilst emphasising non-technology-based improvements in information and communication systems and practices.
