The number of persons with disabilities in Yemen is estimated at approximately 4 million and this number keeps increasing due to the on going armed conflict in the country. In addition to the armed conflict and landmines which has become a major contributor to increasing the number of disabled people, there are other causes for disability including congenital diseases, complications at birth, illnesses with the shortages in medications and accidents. Given the deteriorating humanitarian and economical downfall in the country governments, donors, and aid agencies are overwhelmed with many competing priorities during emergencies and people with disabilities and special needs are often left out. Winter 2016 has been one of the most difficult winters in Yemen and winter 2017 is expect to be the same due to severe drop down rate in temperature especially during the night. The temperature dropout rate has mostly affected areas in the North of Yemen, particularly Sanaa, Amran and Saada. The extremely cold weather has increased the suffering of the poor and other disadvantaged group who are already suffering because of the on-going war as they lack the necessary winter clothing and blankets to keep them worm during this season. The project aims to alleviate part of the suffering of the disabled and special needs by providing them with the much needed winterization items to help them be well prepared and protected against the common winter diseases especially with shortage of medications and medical services available in the targeted locations . The two locations that were chosen to implement the project are Taiz and Amran. Both governorates are considered among the worst cities that were affected by the on going clashes and have a high number of IDPs, in addition to the cold winter season as an additional challenge The project will provide each disabled individual with a winterization package consisting of 1 blankets, 1 mattress and clothing package that has socks, scarfs and hats.
