The action proposed qualifies as an immediate multi-sector emergency response to the current drought with integration of gender and protection, developed around engagement with local communities and local authorities.

The activities will revolve around two main sectors : - Provision of emergency WASH assistance : access to safe water and hygiene promotion ; - Implementation of protection activities, focused on prevention and response to GBV, outreach of victims of GBV, provision of referrals systems and case management and establishment of safe spaces for women.

The intervention aims at integrating the two sectors to provide a comprehensive response to the communities affected by drought : WASH activities including provision of safe water and attention to health and protection assistance to GBV victims and gender activities will be mainstreamed in the entire implementation through community outreach, mobilization and awareness raising. Oxfam will implement these WASH and Protection response activities in close coordination with other organizations implementing emergency food security and livelihoods activities in the same locations which will further contribute to complementarity.

It is critical in this moment in time to provide immediate support in the areas affected by the drought : - In order to prevent further displacement : a significant number of communities are leaving their homes searching for water and areas suitable for agriculture and livestock ; - In order to ensure that the conditions of women and girls do not degenerate : deep poverty and deprivation have a heavy toll on women and girls,often more vulnerable and more exposed to risks, especially GBV.

The action will be implemented by Oxfam and two local sub implementing partners, each one with specific sector expertise, in a logic of promoting local humanitarian leadership and of broader outreach of beneficiaries, leveraging on the connection and knowledge of the territory that the local partners provide. In a conflict-torn country, where insecurity and poverty have been impacting local population for long, it is critical to provide immediate support and support local communities in their quest for resilience and security.
