Présentation
Since November 2015 Mongolia has been experiencing extreme cold temperatures. This followed a dry summer and the resulting lack of fodder has put hundreds of thousands of livestock at risk of starvation and taken away livelihood of herders. In January 2016 IFRC and MRCS launched Emergency Appeal in February on cash distribution food parcels and some livelihood assistance with CHF 833 945 to reach 5 100 families. A decision was taken in the ETF to support 100 000 with a DF application 70 000 to CTP and the remaining 30 000 unearmarked. In July 2016 the appeal was revised to CHF 979 346 and BRC made a decision to transfer 100 000 from the silent emergency fund to support the appeal. In December 2016 an information bulletin was issued highlighting the updoming dzud and its potential impacts. The government of Mongolia officially sent letters to the MRCS and other humanitarian actors to request for international assistance. In January 2017 CHF 117 349 was allocated from the DREF followed by an emergency appeal seeking for a total of CHF 655 512 to support 11 264 people for 10 months with a focus on detailed assessments immiediate household needs health livelihoods community preparedness and disaster risk reduction. A decision was made in an ETF to support the emergency appeal with a DF application of 100 000 90 000 earmarked to CTP and the remaining 10 000 earmarked to monitoring. Our advisor has also particiapted in a joint evaluation with IFRC on the 2016 emergency appeal and the findings of the evaluation was shared internally. The 2017 emergency has incorporated some of the lesson learned from the 2016 operation and MRCS has shown a greater confidence in this operation.
