Description
CD4D 2 is a comprehensive diaspora engagement programme that is built on two pillars : knowledge transfer and diaspora entrepreneurship. Regarding the first pillar, the focus countries (Afghanistan, Iraq, Somalia and possibly Nigeria) have large diasporas living abroad who often have a specific expertise that is missing locally and considered essential for the development of institutions. Connecting the diaspora to target institutions with identified expertise gaps is a good formula for institutional capacity building. Through physical assignments, online knowledge transfer, and linkages with institutions in the Netherlands, diaspora experts will help address gaps and enhance capacity in the public services. The second pillar is diaspora entrepreneurship. This programme will assist a select group of entrepreneurs with viable business ideas in setting up or expanding their businesses, by helping them tap into necessary resources and clear obstacles along the way. Moreover, the diaspora can be linked to Dutch companies wanting to invest abroad.
