Résumé
The project "Support to labour administration and social dialogue and strengthening of social protection in Tunisia" is a continuation of previous ILO projects, in particular the projects "Promotion of social dialogue and strengthening of labour governance in Tunisia" funded by Norway between 2012 and 2019. The aim of the project is threefold : (i) to strengthen the foundations of social dialogue and ensure the operationalisation of the National Council for Social Dialogue through its five permanent commissions, (ii) to promote the implementation, on the basis of an influential and inclusive social dialogue, of a global reform of social protection ensuring greater social justice and equity and financial sustainability in line with the objectives of sustainable development, and finally (iii) to digitise a set of services provided by the Ministry of Social Affairs (MAS). These three objectives are interdependent and mutually complementary, with the ultimate goal of facilitating better access to social services, an influential and inclusive dialogue, and the implementation of a comprehensive social protection reform. This project focuses on appropriate approaches in terms of organisational and technical capacity building and the production of studies and analyses to identify difficulties and challenges and to provide and implement appropriate reform recommendations. For this purpose, the project aims to carry out concrete reforms to place Tunisia on a new development model that is both favourable to growth that generates employment and decent incomes, and to a better distribution of these incomes. Finally, it is worth emphasizing that all the results, products and activities proposed in this document are based exclusively on the proposals made during the working meetings organized with the relevant public structures, employers’ and workers’ organizations.
