Résumé
The National Plan for ecological Protection and High-quality Development of the Yellow River Basin calls for comprehensive management of mountains,rivers,forests,farmland,lakes,grass and sand.The arid and semi-arid areas in northwest China are vast.In the long-term historical evolution because of economic development,resource exploitation,population growth and many other factors,the land use pattern has undergone great changes.However,the ecological environment is fragile,the resource carrying capacity is low,especially the extensive utilization of water resources,coupled with the unreasonable utilization of land resources,resulting in desertification in northwest China.Based on the perspective of ecological civilization construction,this paper analyzes the systematic problems of regional land use and population,resources,environment and development from the three relations of "development and protection,stock and increment,city and countryside",and determines that industrial structure adjustment is promoted and land use model optimization is realized under the constraint of water resources.Through carrying out system dynamics simulation of land use scenarios under different development strategies of "urban and rural development,food security and ecological civilization" in Shizuishan city,it is found that:agricultural development leads to the mismatch between water resources and land use.To deal with the relationship between agricultural water and land use in northwest arid area depends on the optimization of regional agricultural pattern.Therefore,in order to realize regional ecological environment protection and sustainable high quality development.This paper studies the optimization of agricultural pattern in the Yellow River irrigation area in northwest arid area from micro,medium and macro levels.Through the rigid control of resource and environmental carrying capacity evaluation based on water demand,the spatial constraint of suitability evaluation of territorial space development can be implemented through rational layout,and long-term high-quality regional development can be achieved by optimizing development time sequence.At the micro level,we will speed up the development of industries with distinctive agricultural features in light of local conditions,vigorously develop water-saving agriculture,optimize agricultural production methods,increase farmers’ incomes,and promote rural revitalization.At the intermediate level,with agricultural pattern as the link,agricultural spatial layout should be optimized through the adjustment of regional agricultural industrial structure to improve the utilization efficiency of agricultural water resources,promote the formation of orderly ecological,agricultural,urban and other functional space,and form a good land use pattern among "cultivated land,construction land and ecological land".At the macro level,based on the whole situation of ecological protection and high-quality development of the Yellow River basin,the policy suggestions for optimizing the regional pattern of the upper,middle and lower Reaches of the Yellow River are put forward.By optimizing the territorial space development and protection pattern,the efficient utilization of water resources in the basin is strengthened,and regional characteristic development is promoted according to local conditions.Finally,the balance between regional "ecological protection and high-quality development" will be achieved,and ecological civilization construction and sustainable high-quality development will be promoted in the arid region of northwest China and even the Yellow River Basin,so that people can live a happy and prosperous life
