Water scarcity is becoming a significant and common problem nowadays. It causes many social and economic problems and, in recent years, water quality is deteriorating rapidly in almost every country. For this reason, the issue of sustainable management of water resources has become more important. In water resource management studies, it is necessary to investigate drought effects due to rainfall deficiency on different hydrological systems at the basin scale. Drought is a natural disaster that has various social and environmental impacts. Since Turkey is located in a semi-arid region, drought events take place frequently. The time, duration and intensity of drought can not be predicted, so that drought in any region can be analyzed by using probabilistic and statistical methods. In this study, a total of 21 dam basins across Turkey with different hydrological, geomorphological, topographical, geographical and climatic features were selected to examine the effects of droughts caused by rainfall deficiencies on river flows, dam reservoirs and soil moistures. The Standardized Precipitation Index (SPI) method was utilized for meteorological, hydrological and agricultural drought analysis in the selected dam basins. In the scope of the study, firstly meteorological drought analysis was carried out by using SPI time series at different time scales and then the most appropriate time scale for monitoring the hydrological drought on river flows and reservoir storages was determined. After that, by using SPI time series at different time scales, the most appropriate time scale for monitoring the agricultural drought on soil moistures was determined. Also, the relationship between river flows and soil moistures was investigated. According to the shape, size and climate of a basin are effective parameters on the river flows, while reservoir characteristics such as the reservoir capacity and storage level as well as the dam management purpose were found to have significant impacts on the reservoir storages. Also, it was determined that groundwater levels play important roles on soil moisture rates. The study results actually provide important information for drought mitigation and sustainable water resources management at the basin scale.
