Résumé
The Brazilian semi-arid is a region that occupies about 12% of the national territory, containing 1,262 municipalities, housing about 27 million Brazilians and Brazilians who make up its population, an area marked by contradictions and social injustices. Semi-arid climate region, with water deficiency, unpredictability of rains and soils poor in organic matter, responsible for prolonging periods of drought. Several actions were developed by the government over the years to try to solve the problems caused by drought in the semi-arid, but most were pessimistic, as they served only as palliative in situations of situation, resulting in the dependence of the population on the government’s emergency policies. The ASA - Articulation in the Brazilian Semi-arid Sector together with civil society developed the public policies that gave rise to the Program of Formation and Social Mobilization for Coexistence with the Semiarid : One Million Rural Cisterns (P1MC), in order to promote the construction of plate cisterns for the capture of rainwater, as a way to enable access to quality water for the population This research is presented through the field analysis of the One Million Cisterns Program implemented in the Serra da Jurema Community – Pariconha-Al, as a way to understand what the One Million Cisterns Program - P1CM represents for the lives of community residents, evaluating the positive and negative points before, during and after the implementation of cisterns in the community. In the first place, this research was carried out a literature review on the theme in question, assuming both a quantitative and qualitative role through data collection and treatment. The methodological procedures were divided into three stages : Literature review ; Field research ; Analysis and treatment of data, revealing that the Program One Million Cisterns - P1CM undoubtedly brought many benefits to the changing community for the better life of the population.
