Résumé
This research aimed to assess the viability of the social protection and safety net applications and practices in alleviating poverty of the needy ones in North Kordofan State 2016 – 2017. The research used both the inductive and adductive research strategies and logic of enquiry to describe and understand the situation under the study. The research used primary and secondary data for analysis. The primary data was collected by a structured questionnaire interviewing a multi-stage sample of 500 respondents (200 treated and 300 control) from six communities engaged in a pilot productive safety net project in in North Kordofan State. The secondary data was collected from official sources, reviewing documents, and from internet websites. The findings of the field survey indicated that most of the surveyed people were poor (no significant differences between the treated and the control groups). About 54% of the households depended on subsistence farming. Households spent 60% of their total expenditure on food ; about 14% of the households had no access to health care services, and 94% did not have any savings. Household coping mechanisms included decreasing food amount and changed food type, receiving support from others inside and outside the village, selling assets, and dropping out of school. The contribution of Zakat both cash and in-kind transfers failed to revert poor households out of poverty. The safety nets support could not cover the basic needs of the destitute. The gender equity dimensions and perspectives for accessing social protection and safety net programmes were underscored. A case study analysis results indicated the good performance of executed social protection and safety nets programs based on regulatory measures and abiding with ethics and rules. The operational problem of the social protection and safety nets in Sudan are the adopted mechanisms of targeting the needy poor and the process of delivery of the social fund to them. The research recommended, among others, revision and improvement of existing mechanisms of identifying the actual poor people. The research also recommended the introduction of conditional cash transfer payment with transparency ; combining transfers with microfinance to priority poor ; establishment of functional M&E units top-bottom levels ; emphasizing the training and capacity building of the safety-nets staff ; employ agriculture as the vehicle for economic growth and development with ultimate reduction in poverty and hunger.
