Résumé
La presente investigación, logra sistematizar el proceso de la recentralización de las competencias en salud por parte de la Nación, a través de la gestión de la Administración Temporal de este sector en el municipio de Manaure – Departamento de la Guajira durante la vigencia del CONPES 3883 de 2017 al 2020, identificando factores que impidieron la gestión territorial para mitigar la mortalidad de menores de 5 años por desnutrición en el municipio de Manaure. Aborde la investigación con la tipología de investigación aplicada de la Sistematización de Experiencias, la cual permitió reconstruir los momentos relevantes de las dinámicas de la recentralización de las competencias en salud en el Departamento de La Guajira, la gestión en el municipio de Manaure y la complejidad de estas interacciones ; de la misma manera logre caracterizar el comportamiento de la muertes por desnutrición en el municipio de Manaure desde el año 2013 al 2020 ; reconociendo las particularidades del territorio y de los Indígenas Wayuu, pudiendo lograr un análisis crítico de los factores que influyeron en la gestión de la administración temporal durante la recentralización de las funciones por parte de la nación que permitió generar líneas de aprendizaje e identificación de fallas o logros en la gestión en salud sobre el territorio.

This research manages to systematize the process of the re-centralization of health competences by the Nation, through the management of the Temporary Administration of this sector in the municipality of Manaure – Department of Guajira during the term of CONPES 3883 from 2017 to 2020, identifying factors that prevented territorial management to mitigate the mortality of children under 5 years of age due to malnutrition in the municipality of Manaure. Address the research with the applied research typology of the Experience Systematization, which allowed to reconstruct the relevant moments of the dynamics of the re-centralization of health competencies in the Department of La Guajira, management in the municipality of Manaure and the complexity of these interactions ; in the same way manages to characterize the behavior of malnutrition deaths in the municipality of Manaure from 2013 to 2020 ; recognizing the particularities of the territory and the Wayuu people, being able to achieve a critical analysis of the factors that influenced the management of the temporary administration during the re-centralization of the functions by the nation that allowed to generate lines of learning and identification of failures or achievements in health management within the territory.
