Résumé
The countries of the Greater Horn of Africa are particularly vulnerable to drought, exacerbated by widespread poverty and dependence on rainfed agriculture. Even with normal rainfall, the region does not produce enough food to meet its needs. The result is frequent climate-induced famines that are addressed using short-term emergency relief. Little or no attempt has been made to encourage producers to prepare for these events by modifying their agricultural systems. Nevertheless, opportunities exist to reduce the impact of drought and poverty in the region by capitalizing on the inherent adaptability of small-scale farmers. Using case studies from Ethiopia, Kenya, Sudan and Tanzania, this action-research project seeks to contribute to the development of adaptive strategies by gathering knowledge on vulnerability to drought within different social, political and economic contexts, and designing decision-making tools to reduce vulnerability.
