Hebei Province,in the North China Plain region of China,is an important grain production base in China.Hebei province has a special geographical climate leading to low rainfall there every year,so surface water resources are very scarce.In 2014,the government of Hebei Province began to respond to the call of the central government to carry out pilot work on groundwater overdraft management in the province.In this paper,using the groundwater overdraft management data of 49 counties and districts in four cities in Hebei Province from 2016 to 2019,the game crossover model was used to measure the comprehensive efficiency of groundwater management in each region and the management efficiency of various specific projects,respectively.Further,a truncated regression model was used to analyze the effects of human,natural and economic and social factors on the efficiency of groundwater management.In order to provide a scientific and reliable basis for the subsequent groundwater management work in North China and even in the whole country.The main findings of the article are as follows.(1)The overall efficiency values of groundwater overdraft management in the sample counties and districts during the study period are at a high level,but at the same time characterized by large differences between regions.From the four pilot cities,Hengshui and Handan are less effective than Cangzhou and Xingtai,but their comprehensive management efficiency is on a significant upward trend.(2)The comprehensive efficiency of the four types of agricultural treatment projects in Hebei province fluctuated around 0.7 during the study period,among which the efficiency values of water-saving irrigation,agronomic water-saving,and water diversion and replenishment projects had a small decrease,but the overall trend was positive,and the efficiency of the adjustment of planting structure project increased in fluctuation.The average efficiency value of each project is above 0.7,among which the best performance is in adjusting planting structure,followed by agronomic water conservation projects,among which the lowest average efficiency value is in water diversion and source replenishment projects.(3)Groundwater management efficiency shows spatial distribution differences.The governance of deep groundwater general over-extraction area is significantly greater than that of other types of over-extraction areas.(4)Groundwater extraction,surface water volume,population size and the proportion of agriculture in all industries inhibit the improvement of groundwater governance efficiency,while annual precipitation,well irrigation regression and the proportion of financial expenditure are important factors to improve groundwater governance efficiency.Analysis of the regression results by type of overdraft shows that the effects of various indicators on different degrees of extraction zones are largely significant,and only the indicator of the proportion of agriculture becomes no longer significant for the deep overdraft zone.In addition,the absolute values of the coefficient values of various influencing factors on the deep overdraft zone are larger,indicating that the effects of various indicators on the deep overdraft zone are more significant.
