Titre : Study on Post-evaluation of Rural Piped Water Project in Arid Area ——Taking LJY Village Water Supply Project as an Example

Résumé
With the implementation of China’s double cycle strategy and Rural Revitalization Strategy,all industries have entered a high-quality development stage.Water conservancy projects are related to people’s livelihood projects,which are valued by the government and society,and their management is becoming more and more standardized.Post evaluation is a comprehensive evaluation of the whole process from project construction to operation.Accurate post evaluation can improve the efficiency of project implementation and have a good radiation to the economy and society.China has a wide area,and there are many arid areas in Gansu and other provinces.Drawing on the experience of Israel’s water conservancy projects,we conduct local innovation research.It is of great significance to improve the sustainable development of local rural revitalization by improving the post evaluation of rural pipeline water projects in arid areas.This paper introduces the theory of post-project evaluation,and then introduces the theory of project post-evaluation of rural pipeline water transportation project in arid areas,and determines its connotation,work points and characteristics.This paper constructs a post-evaluation index system of rural pipeline water transportation project in arid areas,which includes 5 criteria layers and 19 indexes.Then,this paper selected LJY Village water supply project as an example,it carries on post evaluation to LJY village water supply project through AHP-fuzzy comprehensive evaluation model.Finally,it concludes that the comprehensive score of post-evaluation of LJY village water supply project is 80.5032,and the evaluation grade is good.In general,the water supply project of LJY village has been implemented smoothly and achieved certain results.It has brought certain economic and social benefits to the dry area of LJY Village,and there are many places worthy of learning from the same industry.However,the final rating of this project is not excellent,but good,indicating that there is room for improvement in some areas.Finally,based on the advanced experience of Israeli agricultural water conservancy project construction,this paper puts forward some suggestions for the implementation of rural pipeline water transmission project in arid areas of China :（1）strengthening team construction and achieving lean project management（2）Improving the project management mechanism and realizing the control of the whole process of the project（3）Improving the integration level of scientific research,technology and service（4）Improving the sustainability level of rural water pipeline project.The construction and operation quality of water conservancy projects in the arid areas of western China have been widely valued by the government and the society and included in the normal work content.This research enriches the theoretical application cases,provides reference for similar research,and has significant theoretical application significance.It is of great significance for China’s agricultural water conservancy projects to integrate with international management to learn from Israel’s experience in construction and evaluation of water conservancy projects
