IRK proposes a 5-month emergency drought response to provide 1100 families in Garissa and Wajir Counties who have been severely affected by the drought with Unconditional Cash transfer of Kshs 4,2 00 per household for 2 cycles (monthly) as well as 400 households who will receive support through the provision of fast-moving spare parts to support water facilities cope with high demand and provision of water to selected schools. The drought has been deteriorating since December due to poor performance of October, November and December 2018, escalating to IPC 2 in February 2019, and are anticipated to continue through to April 2019 according to the Kenya Meteorological Department. If the crisis continues and the situation deteriorates further as predicted, IRK would seek to extend the project scale and scope to also support the county government in provision of more lifesaving essential foods, support additional health initiatives as well as livestock diseases surveillance and vaccinations. IRK will engage in additional fundraising efforts to meet increased needs. IRK does not anticipate the need to down-scale the project, however, if required IRK would discuss with the donor some feasible options of re-allocating the funding to post-disaster rehabilitation efforts of the target communities. The identified intervention sectors – Water – are in line with the overall response strategy by the county government, Kenya Red Cross and other INGO and UN agencies. Government of Kenya has issued drought alert for 13 counties in Kenya, however, information gathering is ongoing and Islamic Relief will join a drought appeal if issued. The intervention will enable communities to meet their immediate food needs, and manage risks associated with drought. If the crisis continues and the situation deteriorates further as predicted, IRK would seek to extend the project scale and scope to also support the county government in provision of more food ration to the drought affected families. IRK will engage in additional fundraising efforts to meet increased needs. IRK does not anticipate the need to down-scale the project, however, if required IRK would discuss with the donor some feasible options of re-allocating the funding to support recovery and post-disaster rehabilitation efforts of the target communities.
