Résumé
The Horn of Africa is a hyper-fragile context with high security and fiduciary risks. This framework strengthens Switzerland’s fitness to operate remotely in hard-to-access contexts through a innovative monitoring and accountability tool. It supports capacity strengthening of local partners. The framework enables adaptive programming and effectiveness of the portfolio. It strengthens Somalia’s statistical system to improve data gathering and to monitor the implementation of the Agenda 2030.
Projet en bref
* Contexte : The Horn of Africa, especially Somalia, has been among the most fragile context in the world for the past 30 years. The presence of non-state actors and frequent inter-clan conflicts severely limit first-hand monitoring and lead to over-reliance on implementing partners’ reporting. This is exacerbated by high fiduciary risks in a region considered among the most corrupt in the world and a history of massive fund diversion. Due to these risks, a majority of Swiss funds are contributed to multilateral organizations who ensure risk management but themselves have a limited footprint on the ground, leading to significant costs. A root cause for the fragility of the Somali context is the systemic marginalization of minority clans and intersectional discrimination linked to gender and people with disabilities. Accountablity to the most left-behind groups is therefore important.
* Objectifs : The overall goal of the programme is to increase benefits for most vulnerable people and to improve the performance of the Swiss Horn of Africa programs that will contribute to stability, poverty reduction and increased wellbeing in the region.
* Groupes cibles : 1. Implementing Partners of the Swiss portfolio in the Horn of Africa 2. Beneficiaries + target population of the Swiss portfolio in the Horn of Africa, i.e. Somalia, incl. most vulnerable 3. Somali authorities (primarily Somalia National Bureau of Statistics) 4. Donor community in the Horn of Africa, particularly in Somalia 5. Swiss Cooperation Offices in Nairobi and possibly in Addis Ababa
