Govenamental programs to develop rural communities in Bahia state are not always evaluated to measure they results. This research analyse a govenamntal Bahia State Program creted to develop small sheep/goat farmers located in the semi-arid region, called, CABRA FORTE, and verify if this progam really changed life quality of the goat and sheep growers living in Itamotinga, (village of Juazeiro _BA municipality). Were observed variables as : sustainability, incomes and technological grow system by using tchenics as literature review, historical analysis of instituitions linked at the progam, intereview with govenamental manegers of program and a survey of goat growers with a specific form, to built the data base. Were colected data of history, culture, social and economic status, and observatoins on vital aspects of this program be effective. The results allow analyse impacts in small farmers sheep/goat growers life, by the CABRA FORTE Program incresing of incomes due to kept goats and sheep. This analysis show as positive impotrant impact causes development of structure hydric, technical assitance, sanity of livestock, nutritional aspects of animals and credit for growers. Is point out that impacts due to changes in growers socioeconomics profile technological staus and sustainability were altered significantly. The final evaluation could be conclude that the CABRA FORTE program brought to the studied communities economics, social and environmental relevant returns.
