Résumé
This research is addressed to the problem of developing measures of economic risk to assess the effect of water allocation policy in arid regions. A non-linear optimization model is employed to develop optimal allocation of water, labor, and capital resources between competing industries in the Yellowstone River Basin. A set of decision rules are described and allowed to vary so as to obtain maximum net benefits under each policy combination. Each policy combination provides a degree of economic efficiency. Each policy combination has a degree of economic loss associated with it when drought conditions prevail. Measures of economic risk are developed and operationalized. Results show that as economic efficiency increases certain measures of economic risk also increase. Conclusions are two fold. First different measures of economic risk behave differently and produce different results under alternative policy constraints. Second, water allocation policy must examine risk measures in determining economic efficiency
