This dissertation analyses the situation of the Brazilian semi-arid - BSA, which comprises an area of 982,078.4 km2, in 1,133 municipalities of nine states of Brazil, with an estimated population of 22 million people in 2007. This region shows serious limitations of natural resources, has been a scenery of large contradictions and social dissimilarities, with socioeconomic indicators below the average of the rest of the country, being aggravated by frequent prolonged droughts, which constitute a great challenge to make viable its development on sustainable bases. The main public interferences for the development of the BSA are presented, which have been diverse, but most of them are concentrated on finding solutions to climatic variability and water scarcity. It was chosen to concentrate the studies in the Submedio region of the Sao Francisco river Valley (SRSF), which is located in the central part of the BSA and is composed of 95 municipalities (26 in Bahia state and 69 in Pemambuco state). The characterization and several indicators of these two regions are presented. The SRSF has been nationally known for its economic dynamism, result of the establishment of big irrigation projects, mainly in Petrolina-PE/Juazeiro-BA producing area. The main objective is to analyze the irrigate agriculture activity in the SRSF, its impacts and limitations, considering the sustainable development of the region. The policies responsible for this economic dynamism did not take into consideration the other dimensions of sustainability : social, environmental and political, which constitutes a big challenge to reach the sustainable development of the region. Due to these limitations, it is considered that the development of Petrolina/Juazeiro producing area in the last 30 years is not a model to be reproduced in the BSA. In this study, some strategies are proposed to overcome some of the limitations of the irrigated agriculture and of other activities, respecting the existing diversity and based on a proposal for living in semi-arid conditions, as, for example, the dynamization and strengthening of the following activities : raising goats, sheep and bees ; growing crops adapted to local conditions, and non-agricultural activities based on pluriactivities.
