ABSTRACTLow precipitation and uneven rainfall distribution cause economic and social distress in the Brazilian semi-arid. Historically, public policies have been aimed at fighting the droughts in this region. These policies have had poor outcomes, not only due to their inappropriate design and focus, but also because they have been plagued by clientelistc practices. Amidst an overall shift in state-society relations in Brazil, which gained momentum during the 1980s and 1990s, a network of grassroots organizations working in the semi-arid was created the Articulação do Semi-Árido (ASA). This network proposes a new approach to dealing with the dry climate : shifting the emphasis of public policies from fighting droughts to learning how to survive and thrive within the semi-arid conditions. The first substantial proposal led by ASA in the region was a program aimed at building one million domestic rainfall catchment tanks in rural areas. Beyond the construction of catchment systems, the program expects to mobilize the rural population and to strengthen civil society in the semi-arid. This dissertation analyzes to what extent the program has accomplished its main objectives. In order to do that, the author conducted archival research, interviewed key informants involved with the program and did participatory observation in the Municipalities of Serrinha and Irará, in the state of Bahia. The overall conclusion is that the goal set by ASA, namely to change the political and social relations in the semi-arid, has not been accomplished so far. However, by means of providing poor families with access to clean water, the rural population becomes less vulnerable to the semi-arid climate and, therefore, less dependent on traditional clientelistic practices.
