Description
To establish a national system of protected areas to conserve biodiversity and mitigate land degradation pressures on habitats in key biodiversity areas, initially centered in Bamyan Province and the Wakhan corridor.
The PPG (Project Proposed Grant) process will engage stakeholders and will support activities that will inform the preparation of the full project document and CEO Endorsement Request for the Full-Size Project (FSP) “Establishing Integrated Models for Protected Areas and their Co-Management in Afghanistan”. A set of assessments will complete baseline information including examine policies and regulations and identify gaps for protected area management, analyze the governance framework and clarify roles and mandates of the various government entities, review of government capacity needs to prioritize capacity building activities, review of Afghanistan protected area categories in relation to IUCN criteria ; confirm data on donor-funded, nongovernmental and private sector investments in the environment sector in general and in the arena of biodiversity, PA management, and land degradation more specifically. Review of experiences and best available examples from Afghanistan and globally will be carried out to idenitfy appropriate, locally acceptable and feasible project actions in operationalising a protected area system. Identification and feasibility of SLM technnologies to be promoted will also be completed. The cost effectiveness, sustainability and replicability of the proposed actions will be examined. Further, it will undertake a stakeholder consultative process to establish support, “ownership”, and understanding for the implementation of the project, and compile and complete project results and monitoring frameworks meeting GEF specifications.
