Contexte
Since the signing of the Eastern Sudan Peace Agreement (ESPA) in 2006, there has been a high hope for peace and development in Eastern Sudan (Kassala, Gedaref and Red Sea States).While the security situation in Kassala State has been significantly improved, the people in the State, especially those in rural areas, are still experiencing underdevelopment and chronic poverty : 91% of the households cannot produce enough food for their families, only 39% of households has access to safe drinking water, and the maternal mortality ratio is 1,414 per 100,000, which is one of the worst in Sudan.
The State Government of Kassala requested, through the Higher Council for Decentralized Governance of the Government of the Republic of Sudan, Japanese technical assistance to the Capacity Development Project for the Provision of Services for Basic Human Needs in Kassala (hereinafter referred as the Project) in 2010, and JICA has conducted the preparation phase from October 2010 to March 2011, and launched the implementation phase from May 2011
Project Objective
To strengthen the capacity of the State Government of Kassala to provide public services of planning, water supply, agriculture and livelihood, maternal and child health, and vocational training through capacity development and pilot activities.
Revival of public services to ensure basic human needs is recognized by people in Kassala State.
