With the example of Guojiagou debris flow, the characteristics of environmental geological background of stormy and watery debris and the typical characteristics of debris that outburst before in arid and semiarid regions are analyzed soundly, the three foundational conditions which accelerate the formation of debris are also studied, including abundant solid mass, necessary sufficient hydrodynamic conditions and topographic conditions.Basing on the research of micro initial conditions of watery debris in arid and semiarid regions, the dynamic mechanics model which fit to the dynamic characteristics of stormy and watery debris is estabilished through the study on dynamic characteristics and dynamic model achievements of debris.The discrimination conditions of flow regime of Guojiagou stormy and watery debris are given in the light of the predecessors’ dynamic models of debris, the analysis and analogy computation of the flow regime are carried out to show the characteristics of flow regime under the different sections and different resistance conditions.According to the traits of physical mechanics, and the non-deposited flow velocity and average flow velocity are calculated basing macro viscous dynamic model .The velocity equation of debris under the different falling gradient, which give a reference for requisition of velocity and countermeasures to debris in the district is laid out. On the basis of analysis on characteristics of runoff, the average runoff is calculated ; according to the relationship founded between runoff of debris and that of water, the max runoff of the debris and a certain max runoff of debris is calculated once the condition of storm falling is given, which is validated by the scientific method founded and characteristics of actual debris.In the term of dynamic characteristics and calculations of dynamic characteristic parameters of debris, the prevent system and countermeasures are brought forth and the schedules of predecessors are optimized, the reference to control of debris in the district is provided with the calculations of reliability and the designation of the specific optimizing schedule which basing on the selected optimizing schedule.
