Rainwater Utilization is the process that people turn the existence form of rainwater resources into other forms and generate ecological, economic and social benefits through a variety of technical measures and means. The 21st century the rapid development of urbanization in China, studying the approaches of rainwater utilization is the main way to solve the arid city relative shortage of water resources in the northwest of China.Taking Baoji City as example, this paper expounded the basic issues about urban utilization of postponement cumulating and conducting control, just combining its natural and geographical conditions and characteristics of water resources. Those specifics are listed as following:The author pointed out that the modern urban rainwater utilization system has two characteristics being systemize and scale effect, via analyzing the hydrological effects of urbanization and the related concept of urban rainwater utilization. According to health water cycle idea, there are the trend of transition and development from single urban rainwater utilization to inter-city group of basin-scale inevitably. These characteristics, under the "changing environment", determine the interaction which among the urban rainwater utilization, evolution of urban hydrological parameters, changing in the standard of flood control drainage and regional eco-environment will be a hot topic in the long run.The shortage of the north-west arid city water resources are of relativity. Rainwater utilization potential had calculated and evaluated by influencing factors method in the northern slope ecological zone of Baoji. Meanwhile, analyzing the area’s water supply and demand situation, the results show that this area’s objectives of rainwater utilization planning are reasonable and we can achieve the planning goal through some certain technical measures of rainwater utilization. According to their planning goals, we need to implement the necessary works of rainwater utilization, in order to enhance the quantities about 28.69×104CM of rainwater utilization. The process of rainwater utilization is of course the water cycle. There are five segments of controlling, such as precipitation, runoff, using rainwater, drainage and regulation of return. Based on the rainfall-rainoff theory of different cities landusing surface, we can calculate and analyse the process of urban rainwater utilization adopting grid unit hysteresis rainwater transmission principles. And for further more, we could take a single unit as a grid-point source or convergence, and establish basin-scale urbans rainwater utilization system, if some theories, for instance, rive classification approaches, Geomorphological instantaneous unit conducting path probability calculation measures etc. are used. Additionally, rainfall-runoff pollution harness in the urban drainage system should be governed in the source main and auxiliary in the transmission and terminal, at the same time of rainwater qauntity controlling. Just now, accomplishing rainwater quantity and quality BMP, promotion of urban rainwater utilization management conversion from "engineering drainage" to "ecological drainage" will be a inevitable trend of development about urban rainwater utilization.Via SWMM modeling in the North Slope region of the rainfall-runoff process and rainwater storage units, the results showed that the North Slope region must implement the necessary measures for rainwater storage. On the one hand, use the storaged rainwater, on the other hand, hysteresis rainwater for the sake of reducing flood risks and improving safety factors. In this paper, the author adopted simple formula to estimate and SWMM simulation methodology and obtain the terminal region rainwater storage units capacity necessarily. Its capacity is greater than the value according to the design requirements calculation. So, the approach in this paper is more efficient for rainwater utilization.Landscape Ecology is the core theory of urban green space system construction and management. Applying it, the author expounded and evaluated on the landscape of urban green space system attributes. The north slope of the ecological zone was defined as a typical suburban banding park landscape. In this district, we should exercise two approaches to come true the destination. These are soil infiltration on the spot and rainwater-storage units’control. About eco-green building, the green heterogeneity must be focused on improving the region’s green cover ratio, simultaneously, for further to improve and perfect the regional landscape green coverage
