Résumé
This paper according to the new situation of agricultural development and strategic modulation of economic structure, and the practical choice of changing agricultural production mode in this new situation on Loess Plateau, seizing the key link—rainfall resource availability of agricultural development in arid region, probing into the following questions deeply.(1) Via analyzing the resource and environment of Loess Plateau, and combining feasible evaluation, educing the following conclusions. Firstly, rainfall on Loess Plateau meets the demand of rainfall resource availability. Secondly, this region has abundantly theoretical basis and practical experience. Last but not the least, the technology of rainfall resource availability not only increase both production and income, but also has regional predominance clearly, and can’t solicit the ecological and environmental problems in the large. So the study determines the feasibility of rainfall resource availability on Loess Plateau.(2) The paper presents the concepts and calculating formulas of theoretical and accessible and realistic potential of rainfall resource availability, and suggests the three important modes of rainfall resource availability, which including the ways of rainfall use in original spot, piled, and in other place. By the development degrees of theoretical, accessible and realistic potential of rainfall resource availability, we can evaluate the development situation of rainfall resource. On the basis of above, the paper selects the typical region of Loess Plateau—Weibei dryland to be representative, analyzes the ecological land use structure and rainfall reference in this region, and estimates its potentials of rainfall resource availability initially in the ecological land. Recognizing that Weibei dryland has immense potential of rainfall resource availability, but actual development degree is very low, so we need enhance its potential by various technology of rainfall resource availability. Aimed at the field in dryland, the paper brings forward the promotional technology and approach of rainfall resource availability potential
