The drought is a frequent occurrence in recent years , natural disasters worldwide phenomenon , it has a serious impact on the balance of the natural ecological environment and human society , economy on Sustainable Development . Strengthen research on the the drought disaster inundated mechanism and its control measures , give full play to the technical advantages of remote sensing and geographic information systems , and the establishment of the Drought Monitoring soil moisture prediction model and system , and has important practical significance . Systems analysis at home and abroad on the basis of drought remote sensing monitoring research status and development trend of analysis of the strengths and weaknesses of the existing model methods , and discusses the concept and nature of the characteristics of the drought , based thermal inertia and drought remote sensing monitoring information model considering vegetation effects , and a combination of remote sensing inversion of the advantages of evapotranspiration method , based on the principle of energy balance calculation simplified and practical remote sensing information model , the crop water stress index for drought monitoring indicators . The digital images of polar-orbiting meteorological satellite remote sensing , meteorological data and data of 40 soil moisture stations in Heilongjiang Province established the model calculation and verification , and GIS support given soil moisture , evaporation , drought level the spatial distribution maps ; established through the analysis of soil moisture forecast model based on water balance Xin’anjiang model forecast and soil moisture BP neural network forecasting model , Heilongjiang Province as an example the soil moisture forecast test . The results show that the drought remote sensing monitoring model established in this paper and moisture prediction model for regional drought monitoring with good practice , and can be widely used in drought monitoring, assessment , and soil moisture forecast .
