Résumé
Hazardous waste facilities in arid regions appear to pose low risk to groundwater contamination due to the protective features provided by the dry climate and soils. Soil phenomena in arid regions, such as cation exchange, moisture deficiency, natural recharge, and transport in unsaturated soils, which constitute these protective features, are discussed in detail. A hazardous waste disposal facility located in an arid region of the San Joaquin valley, California, was studied. The Resource Conservation and Recovery Act, which addresses the handling and disposal of hazardous wastes with the objective of promoting public health and environmental protection, was studied with a focus on its applicability to the site environment. Based on an analysis of the regulatory requirements and an evaluation of the actual threat to the groundwater posed by this particular site, modifications to the regulatory requirements dealing with groundwater monitoring, multi-layer cover and liners, were proposed.
