Résumé
The interrelationship between human and the environment specifically that related to water and land resources utilization in the Colla Community of Jorquera River basin, Atacama Region, was evaluated with the purpose of gather relevant information for sustainable local development plans in future. Thus, the understanding of the territorial dynamic suggested in this context was analysed focusing on social, cultural and environmental aspects accounted for the Community’s own perspective of natural resources deployment. The ethnographic method was implemented by means of interviews, participant observation and quantitative additional information relating to the particular environment and local development context. In this way, the historical Community’s human - environment interrelationship development (historical construction) was characterised including agricultural traditional practices, water and land resources administration as well as value perceptions given by the Community to all these elements. The main results obtained show that Community’s legal establishment and land allocation determine ways of production and organization which strongly increase Community’s empowerment of the territory. Furthermore, from the culture components analysis, the social, cultural, technical and economic aspects as well as the value perceptions that Community place on its reciprocal interrelationship with the environment reflects a clear opportunity for the local development in animal husbandry, farming and tourism. These findings in addition to a current context of rural development policies and international agreements’ incentives as well as the involvement of new stakeholders set favourable conditions for the elaboration of a natural resources management strategy.
