Contexte
There is unanimous agreement on the need for rural producers to participate actively through their own organizations in the formulation and implementation of policies in the areas of agricultural/rural development programs and in the management of natural resources. To this end, it is crucial to promote dialogue between the various actors of development at national and local level. Despite this awareness, cooperation programs most often do not support such an orientation in practice.
One major constraint to participation by rural people in policy dialogue is the weakness of their organizations, compounded by the tendency of local administrators to keep control of the implementation processes. In order to tackle this constraint, a group of Italian Non-governmental Organizations (NGO), in partnership with the small farmers movement in the four West African countries (Burkina Faso, Mali, Niger and Senegal) have designed this programme. The Governemnt of Italy welcomed this approach promoted at Civil Society level between the Italian NGOs and the small farmer movement. The project was given to FAO for execution in the light of FAO long proven expertise.

Description
Project GCP/INT/848/ITA aims at combating desertification and poverty in Sahelian countries, by guaranteeing full stakeholder participation to community-based and small-farmers’ organizations grouped in a network called Réseau des Organizations Paysannes de l’Afrique de l’Ouest (ROPPA), and strengthening their negotiation and planning capacities.
The programme aims specifically at : (i) reinforcing the networks of rural organizations and farmers movements in the four countries concerned ; (ii) clarifying the respective roles and responsibilities of rural organizations and other actors in the combat against desertification ; and (iii) promoting exchange of information and experience among rural organizations and other actors at country level in the fight against desertification.
