Objectif
To examine what happens in at-risk countries when indicators show a significant increase in the probability of drought : both how that risk is perceived and acted on by different organisations, and implications of this for strategies for drought mitigation and development in drought-prone countries.

Descriptif
The objectives of the proposed study are to examine the actual information flows and responses to them within the relevant structures at these different levels. The study would :
* examine the ability of existing structures to respond to increases in probabilities of events (as opposed to the actual events themselves) and how these increased probabilities are perceived.
* identify the mechanisms available for contingency planning within the different structures involved.
* examine resource availability at different levels within the system (local, national, regional and international) for flexible responses.
* analyse the effect of existing drought policies and strategies on action taken.
The study should clarify those areas of weakness in translating objective measures of increased probability of drought into action ; whether these weaknesses are primarily in the areas of poor information flows within organisations, lack of appropriate structures for response, lack of resources for response or other constraints to action, including lack of political will.
The project in effect will evaluate the effectiveness of the various types of Early Warning Systems at incorporating information from international sources and sitmulating preparedness action at different levels in the international development community and within countries.
