In this Business Administration master’s degree dissertation, we investigate the social impact of the implementation of P1MC in Irapuá Community (Nova Russas municipality-CE). The relevance of this study is to understand how an initiative that emerged from popular needs (construction of cisterns) is proposed to the Brazilian State and assumed by it as a public policy (P1MC). This institutionalization process was undertaken by Articulação do Semiárido (ASA), an organization that brings together NGOs in the Northeast of Brazil, and that aims to contribute with easing the problem of drought in the region. It is an action that impacts positively on the living conditions of the backcountry and that forces the Government to exercise the classic function of guaranteeing a basic social right : the right to drinking water. Contributions brought by civil society joints in relation to the negotiations for getting government support were emphasized. We explained how this public policy emerged, demonstrating how and why the use of this new social technology contributes to the social emancipation of the beneficiaries who live in the semi-arid. To better understand this process, we used Kingdon’s multiple streams model (1995) to identify the agenda’s preparation route and the public policy shaping. This also reflects on the problems, the choice of alternatives and the public policy itself. We identified the governmental actors (Minister of the Environment, Ministry of Agrarian Development) and nongovernmental (ASA) in the negotiation and implementation of P1MC as an access policy to water supply and storage. We demonstrated that the benefited from the cisterns are also agents in its construction, that is, while participating in the training and mobilization process, they benefit from this social technology. Finally, the study of this problem led to the understanding of the flow between the problems, solutions, policy issue and the actors’ contribution in opening the windows of opportunities for the input of civil society demands on the government agenda. At this, we point to the following social impacts found in the community : a more constant presence of the women in home care, their empowerment in social decisions, which confirms the gender equality and at the same time the school attendance and the proficiency level of their children. Running this program also brought other benefits to those involved, such as access to quality water, decrease of diseases and income generation. As well as the construction of public spaces for discussing the coexistence actions with the semiarid, providing various indicators of social mobilization. Keywords : Administration. Semiarid.
