This Master thesis developed as its main object an overview of projects from both carbon markets (voluntary and regulated) in the semi-arid region of Brazil, charactering them according to their type and to their convergent principles with regional public policies. Its purpose is to contribute to prevent climate change negative impacts on this region, due to its natural fragility. This study was inspired by the importance of the carbon markets to the global environmental policy, considering its responsibility for promoting the Sustainable Development and for transferring new technologies to developing countries. The methodology was based on literature review, content analysis of related documents, and data collected from implemented projects in the semi-arid region. Those primary data was gathered from interviews among consulting companies, researchers, and managers of two of the mentioned projects aimed at the reduction of Greenhouse Gas (GHG) emissions : one of the regulated market, and one of the voluntary one. A questionnaire inspired by Silva Junior’s (2011) study guided the data collection as a case study protocol. The literature review covered publications on Climate Change and its policies, Voluntary and Regulated Carbon Market, and Semi-arid Region, complementing data obtained from the applying the referred protocol to analyse documents from all mentioned sources. According to the obtained results, the majority of the projects are from the voluntary type, and, in this category, projects of the ceramic sector are the most relevant. On the regulated market, swine husbandry activities are the most common. Additionally, larger enterprises choose to join the regulated market, due to the higher profits with the carbon credits and to their enhanced capacity to invest higher amounts in project and technology developments ; while smaller companies concentrate their investments in the voluntary market, taking into account less bureaucracy and shorter payback periods, despite lower profitability with the sale of their carbon credits. This study revealed that local/regional public policies have no relevance in this region ; the Kyoto Protocol assumes greater importance as an international policy in the Northeast semi-arid region, influencing the conception and the implementation of these projects for reduction of GHG emissions. Supported by these evidences, this thesis aims to contribute to an academic regional delimitation of the Brazilian Northeast semi-arid region, in order to assist the formulation of new policies, which would be better aligned with the projects for reduction of GHG emissions, and more appropriate to the semi-arid region, paying proper regard for scientific knowledge on characteristics of existing projects in this region.
