Zone d’intervention : The programme proposed for joint financing by the Government and IFAD relates to a geographic area comprising all of the Governorate of Tataouine and the ancient delegation of Douz in the Governorate of Kébili. The first phase of PRODESUD covers the same area, but will implement denser activities to reach a larger number of beneficiaries. This area is essentially pastoral, providing almost exclusively grazing land for small ruminants, but has localized potential in terms of water resources that allow for diversified irrigated agriculture associating tree growing with market gardening and forage crops.

Groupe cible : The programme’s target population will comprise all those living in the area who practise crop and livestock farming, i.e. 66,000 people (13,200 households). Women account for between 30 and 60 per cent of the participants, depending on the type of activity. Population groups who will be targeted directly by various programme activities are small livestock breeders, smallholders with not more than three ha of irrigated land (84 per cent of total farms), landless people, and women and young people with the required qualifications to come up with projects to create income-generating activities and small and medium-sized enterprises (SMEs

Objectifs
* General objective : The general objective of the proposed programme is to contribute, within the framework of national policy on local development and IFAD’s strategy in Tunisia, to improving living conditions and reducing poverty among rural people in the programme area. 14. Specific objectives.
* The specific objectives of the programme are as follows : (i) improving the management and productivity of collective and private rangeland, and the related subsectors ; (ii) improving the management and productivity of rainfed and irrigated farming systems and the related subsectors ; (iii) diversifying income sources and expanding employment opportunities for disadvantaged groups (young people and women) ; and (iv) having the communities take charge of their own development.

Résultats attendus
Implementation of the three components is expected to lead to the following results : (i) an improvement in participatory rangeland management ; (ii) an increase in the number of units of forage produced on rangeland ; (iii) an increase in the production of meat and the value of livestock by products ; (iv) an increase in agricultural production and productivity on irrigated perimeters and rainfed areas ; (v) an improvement in road infrastructure to facilitate the flow of animal and plant production, opening up the area for private investment and improving wellbeing and living conditions for rural people ; (vi) diversification of incomes and employment opportunities by creating income-generating activities ; (vii) strengthened capacities and methods of grass-roots farmer organizations to enable them to take charge of their own development ; and (viii) strengthened capacities of the human resources participating in programme implementation.
