Zone d’intervention : The Special Country Programme II (SCP II) builds on the experiences of SCP I. The project area goes beyond the Oromiya region originally covered by SCP I to include the Amhara and Tigray regions and the Southern Nations, Nationalities and People’s region.

Objectifs
Project objective was to improve the magnitude and reliability of incomes and food security among families in the programme regions by institutional capacity building, irrigation development and improved agricultural services. These outputs were to be coupled with improving the abilities of local communities to mobilise social and economic resources of their own. The project also sought to improve income distribution within and between families by recognising women‟s actual and potential role in food production under both rain-fed and irrigated conditions. A specific objective of the irrigation and agricultural support components was to transform these activities into fully farmer-managed and controlled schemes operated by the WUA‟s. Project components are : i) irrigation ; ii) soil conservation ; iii) rural women. The project had the objective of developing 58 irrigation schemes encompassing 5,300 ha of command area

Activités
Activities focus on small-scale irrigation, upgrading traditional schemes and building new ones. More than 40 irrigation schemes have been completed over more than half of the planned area. The project addresses the availability and cost of vegetable seed and local seed multiplication. Efforts are under way to ensure that at least 50 vegetable gardens managed by women are established for each irrigation scheme, with a target of 2,400 vegetable gardens.
