Contexte
In 2009, the Economic Community of West African States (ECOWAS) in cooperation with the governments of Austria and Spain and the UNIDO established the Regional Centre for Renewable Energy and Energy Efficiency (ECREEE). ECREEE is a specialized ECOWAS agency with a public mandate to promote renewable energy and energy efficiency markets on regional and national level in West Africa. ECREEE represents a regional policy response to the rising energy security concerns, continued lack of access to energy services and the need for climate change mitigation. The Centre creates an important link between international climate, energy and development cooperation policy and has the potential to become a key entry point for the mobilization of private sector and international funding to address the energy challenges facing the region and mitigate climate change effects.

Présentation
ECREEE’s overall objective it to contribute to the sustainable economic, social and environmental development of West Africa by improving access to modern, reliable and affordable energy services, energy security and reduction of energy related externalities.
According to ECREEE’s 6 years Business Plan, the 5 result areas are 1) An effective regional RE&EE promotion agency is created and financial sustainability ensured 2) Tailored policy, legal and regulatory frameworks are created and implemented 3) Capacities in the region are strengthened and applied 4) Strengthen knowledge management, awareness raising, networks and advocacy 5) Business and investment promotion in West Africa.

The Austrian Development Cooperation (ADC) supported the establishment of ECREEE since its beginning with the creation of a secretariat in Cape Verde and a network of National Focal Institutions in all 15 ECOWAS member states. ADC will continue to support ECREEE with a core funding to its Business Plan 2011-2016 and the secondment of a technical assistant.
