Résumé
Groundnut in the most important agricultural product in Senegal in terms of export, revenue for the producers and financial efforts through many policies. But despite of the policies, the groundnut subsector is in a deep crisis.
The study investigates empirically the impact of disengagement of the State from groundnut industry. After withdrawal from all activities related to the production of groundnut, collection and transportation from the field to the industries, SONACOS is now privatised. After an overview of the theoretical and empirical literature on the effect of agricultural policies on the groundnut _ industry, this study highlights the linkages between the State interventions and the distortions. The adapted methodology is the one known as the agricultural subsector analyses approach. The main analytical tool used is the policy analysis matrix (PAM).
Analysis of the PAM results on producers, traders and oil factory levels indicates that the impact of State intervention, mainly the manipulation of producer’s price, the subsidies and the taxations is differentiated according to the category of actors. The aggregated PAM shows net transfers from the national economy to the sector. Past government intervention made gainers and loosers but total public withdrawal could be harmful to the groundnut sector.
Based on our results, we recommend that the government, while staying out of the sector, takes some alternative solutions to avoid the fall of groundnut production.
